In Mexico the Official Mexican Standard NOM-018-STPS-2000 sets out the criteria that Govern MSDS’s. In an effort to facilitate international trade Mexico has released NMX-R-019-SCFI-2011 based on the UN GHS standards. Compliance with NMX-R-019-SCFI-2011 is currently voluntary, but may be used as an alternative to the mandatory NOM-018-STPS-2000. However, NOM-018-STPS-2000 will be repealed due to the new standard NOM-018-STPS-2015 and will become mandatory and enforceable on October 8th, 2018.

Please note that an MSDS in Mexico is known as Hojas de Datos de Seguridad (HDS).

GHS Implementation Status: 

Mexico SDS or MSDS authoring In June 2011, Mexico released NMX-R-019-SCFI-2011 based on the UN GHS standards. Compliance with NMX-R-019-SCFI-2011 is currently voluntary, but in October 2015, a new Mexican Official Standard was published, NOM-018-STPS-2015. This standard will adopt all of the building blocks for Rev. 5 but will not include the methods for classification like NMX-R-019-SCFI-2011. The NOM-018-STPS-2015 standard will be mandatory in 2018.

Multi-Jurisdiction SDS/MSDS Options: 

A Mexican HDS may be combined with US and Canadian regulations, this is not recommended due to some of the differences.
