Chemical Labeling and SDS Requirements in Luxembourg

Luxembourg is an EU Member State, so industrial and professional chemical products are regulated primarily under EU REACH and CLP. SDS Requirements

For hazardous substances and mixtures supplied in Luxembourg, SDSs must be prepared in the 16-section EU format required by REACH Annex II, as amended by Regulation (EU) 2020/878. An SDS is required where the substance or mixture is classified as hazardous under CLP, where a substance is PBT or vPvB, where it appears on the REACH Candidate List, or where other REACH criteria trigger SDS communication. SDSs should be provided in French, German, or Luxembourgish as appropriate for the intended users and distribution channel and kept consistent with the product’s CLP classification, exposure controls, transport information, and applicable national occupational exposure limits.

Consumer Label Requirements

Hazardous consumer chemical products placed on the market in Luxembourg must be classified, labelled, and packaged under the EU CLP Regulation unless a more specific sector framework applies, such as cosmetics, detergents, biocides, plant protection products, aerosols, or transport rules. CLP consumer labels normally require the product identifier, supplier details, hazard pictograms, signal word, hazard statements, precautionary statements, nominal quantity where required, and any supplemental EUH statements. Label text should be in French, German, or Luxembourgish as appropriate for the intended users and distribution channel, and mixtures requiring poison centre notification must use the applicable UFI and Annex VIII notification process.

Workplace Label Requirements

For workplace supply in Luxembourg, hazardous substances and mixtures must carry CLP-compliant labels and packaging before being placed on the market. Workplace labels should align with the SDS and display the correct CLP hazard pictograms, signal word, hazard and precautionary statements, product identifier, supplier information, and supplemental hazard information. Employers may also need to maintain workplace-specific container labels or signage under occupational safety rules, but those internal controls do not replace the supplier’s CLP labelling obligations.
