Chemical Labeling and SDS Requirements in Philippines
The Philippines implements GHS-based chemical hazard communication through the Toxic Substances and Hazardous and Nuclear Wastes Control Act (Republic Act No. 6969) and DENR Administrative Order No. 2015-09 for toxic chemical substances. Workplace requirements are also influenced by occupational safety and health rules administered by the Department of Labor and Employment (DOLE).
SDS Requirements
DENR Administrative Order No. 2015-09 establishes rules and procedures for implementing GHS classification and labelling in the preparation of Safety Data Sheets and labels for toxic chemical substances. SDSs should follow GHS principles and communicate physical, health, environmental, safe-use, storage, emergency, and disposal information. Suppliers should confirm whether the product is covered by DENR-EMB chemical control requirements, inventory or notification obligations, and any sector-specific rules before import, manufacture, or distribution.
Consumer Label Requirements
Consumer labelling requirements depend on whether the product is regulated as a toxic chemical substance, pesticide, cosmetic, household product, food-related product, or another controlled category. For chemical products within DENR DAO 2015-09, labels should follow GHS-based hazard communication principles, including product identity, supplier information, hazard pictograms where applicable, signal words, hazard statements, precautionary statements, and other required information. Additional Filipino/English language and consumer-protection requirements may apply depending on product category and route to market.
Workplace Label Requirements
For workplace chemical use, labels and SDSs should support worker hazard communication and occupational safety obligations. Employers should ensure containers are identified, workers have access to SDSs, and labels remain legible and consistent with the hazard classification. DOLE occupational safety rules and DENR chemical management requirements should be reviewed together for industrial workplaces, especially where toxic, hazardous, or controlled chemicals are used or stored.
