Chemical Labeling and SDS Requirements in Portugal
Portugal follows the EU REACH and CLP framework for chemical hazard communication. Hazardous chemicals supplied in Portugal must be classified and labelled under CLP and supported by REACH-compliant Safety Data Sheets. IAPMEI and national REACH/CLP support resources provide Portuguese-market guidance, while sector authorities may apply additional rules for products such as biocides, detergents, cosmetics, and plant protection products.
SDS Requirements
SDSs supplied in Portugal must follow REACH Annex II and Commission Regulation (EU) 2020/878, using the standard 16-section structure and required technical content. SDSs should be provided in Portuguese for products supplied in Portugal and must align with the CLP classification and label. Suppliers should update SDSs when new hazard or risk-management information becomes available and distribute revised SDSs to affected customers where required.
Consumer Label Requirements
Consumer labels for hazardous chemical substances and mixtures in Portugal must follow CLP and be presented in Portuguese. Required label elements include product identifier, supplier identification, hazard pictograms, signal word, hazard statements, precautionary statements, and supplemental information where applicable. Product categories such as detergents, biocides, cosmetics, plant protection products, aerosols, and other consumer goods may have additional labelling or authorization requirements. In-scope hazardous mixtures may require UFI and poison-centre notification.
Workplace Label Requirements
Workplace labels should remain consistent with CLP classification and with the Portuguese SDS. Employers should ensure containers remain identifiable and legible, that decanted products are labelled appropriately, and that workers receive hazard and safe-use information. Portuguese occupational safety duties should be considered alongside REACH and CLP requirements when chemicals are stored, transferred, or used in the workplace.
