Chemical Labeling and SDS Requirements in Romania
Romania applies EU REACH and CLP directly for chemical hazard classification, SDSs, and labels. Hazardous substances and mixtures placed on the Romanian market must be classified and labelled under the CLP Regulation and supported by SDSs prepared under REACH Annex II, as amended by Commission Regulation (EU) 2020/878. National occupational safety and product-specific rules may add further requirements depending on use and sector.
SDS Requirements
SDSs supplied in Romania must use the REACH Annex II 16-section format and meet the current requirements of Regulation (EU) 2020/878. SDSs should be supplied in Romanian for Romanian recipients, be consistent with CLP classification and labelling, and include exposure scenario information where applicable. Suppliers must update SDSs when new relevant safety, hazard, authorization, restriction, or risk-management information becomes available.
Consumer Label Requirements
Hazardous consumer chemical labels in Romania must comply with CLP and be provided in Romanian. Required elements include product identifier, supplier details, hazard pictograms, signal word, hazard statements, precautionary statements, and supplemental information where applicable. Additional requirements may apply for biocides, detergents, cosmetics, plant protection products, aerosols, and other regulated product types. In-scope hazardous mixtures may require UFI labelling and poison-centre notification.
Workplace Label Requirements
Workplace labels in Romania should align with CLP and the Romanian SDS. Employers should ensure workers have access to SDSs and understand chemical hazards, protective measures, storage conditions, and emergency procedures. Containers that are transferred, decanted, or used internally should remain identifiable and should communicate key hazard information sufficient for safe workplace use.
