Canada Cosmetic Label Review & Notification

National Regulations Governing Labels:

There are three legislative Acts that govern cosmetic labelling in Canada:

The Consumer Packaging and Labelling Act and the Consumer Packaging and Labelling Regulations
The Food and Drugs Act and the Cosmetic Regulations
The Hazardous Products Act and the Consumer Chemicals and Containers Regulations

Additional Regulations:

Every manufacturer and importer is required to submit a completed Cosmetic Notification Form. Must also check ingredients against the Domestic and Non-Domestic Substance List (DSL, NDSL), and Health Canada’s LIST OF PROHIBITED AND RESTRICTED COSMETIC INGREDIENTS (THE September’, 2009 COSMETIC INGREDIENT “HOTLIST”).

GHS Implementation Status:

The GHS does not apply to any of the legislative Acts that govern cosmetic labels in Canada.
