The purpose of this consultation is to solicit comments regarding a proposal to use the Hazardous Products Act (HPA) to prohibit products intended for children under three years of age that are made in whole, or in part, from polyurethane foam (PUF) containing tris (2-chloroethyl) phosphate (TCEP).
TCEP is an industrial chemical with flame retardant properties which may be used in the manufacturing of PUF. The general population of Canada is potentially exposed to TCEP from consumer products made from PUF, such as furniture or mattresses, and from electronic equipment such as television sets and computers.
Under the Government of Canada’s Chemicals Management Plan, which was announced in December 2006, TCEP was identified as a high priority substance for assessment as it was considered:
- to pose an intermediate potential for exposure to individuals in Canada, and
- to be a substance that causes concern for humans owing to possible carcinogenic effects.
