Taiwan regulates hazardous chemical hazard communication through the Occupational Safety and Health Act and the Regulations for the Labeling and Hazard Communication of Hazardous Chemicals, administered by the Occupational Safety and Health Administration under the Ministry of Labor. Additional chemical controls may apply through environmental, toxic chemical, food, drug, cosmetic, and consumer product legislation. Suppliers should confirm current CNS/GHS classification, Chinese-language labelling, and SDS obligations before supply.
SDS Requirements
For workplace hazardous chemicals in Taiwan, suppliers must prepare SDSs that follow the required hazard communication format and are consistent with the product classification and label. SDSs should be provided in Traditional Chinese for local users and include required safety, health, handling, storage, exposure control, toxicological, ecological, disposal, transport, and regulatory information. Updates are required when hazard or regulatory information changes.
Consumer Label Requirements
Consumer chemical products in Taiwan may be subject to additional requirements outside the workplace hazard communication system, including toxic and concerned chemical substance controls, consumer product rules, cosmetics, pesticides, food-contact, or other sector-specific regulations. Labels should provide required Chinese-language product identity, hazard and precautionary information, supplier details, safe-use instructions, and any statutory warnings required for the product category.
Workplace Label Requirements
Workplace labels for hazardous chemicals in Taiwan must follow the Regulations for the Labeling and Hazard Communication of Hazardous Chemicals. Labels generally include the product name, hazard pictograms, signal word, hazard statements, precautionary statements, supplier information, and other required content. Employers should ensure workers have access to the matching SDS and that secondary containers remain clearly identified and hazard-labelled.
