Health Canada is the federal department responsible for assessing the safety of consumer products in Canada. Any chemical product for sale in Canada through a retail store must meet the requirements of the Consumer Chemicals and Containers Regulations, 2001 (CCCR, 2001). The first step towards Health Canada Compliance is the classification of a product in five categories:

  • Toxic Products
  • Corrosive Products
  • Flammable Products
  • Quick-Skin Bonding Adhesives
  • Pressurized Containers

A product may fall into multiple categories. The final classification of the product dictates hazard statements required on the label, whether or not a child-resistant container is required, or in extreme cases, prohibition of sale.

Health Canada Compliance is essential for any chemical product being sold to consumers in Canada. At any time, Health Canada can request documentation of the decisions made regarding classification of a product. The responsible party (the manufacturer if manufactured in Canada, the importer otherwise) is given a time limit of 15 calendar days to provide requested documentation to a Health Canada inspector.
