National Regulations Governing Labels:

Spain is a member of the European Union and as such is bound by EU regulations. For pure substances, Austrian labels must be compliant with the EU’s GHS based CLP-regulation No. 1272/2008 – labels created to be compliant with Directive 67/548/EEC have expired. For mixtures, labels can be compliant with either 1272/2008 or with the previous Directive 1999/45/EC.

Additional Regulations:

Spain is fully compliant with EU chemical regulations. For more information on environment and chemical policy please refer to the Spanish Ministry of Agriculture, Food and Environment. Spain’s local and autonomous authorities also have supplementary rules and regulations depending on the region. For more information please refer to the Spanish Federation of Towns and Provinces. Additional information on labeling and standards can be found on the European Chemicals Agency (ECHA) website.

While the regulations for consumer and industrial labels are the same, the concerns of industry and consumers may differ. The National Consumer Institute has relevant legislation, guides, publications, arbitration services, contacts, current news and product safety information concerning consumers and their interactions with products. Businesses will find the Consumer Institute a valuable source of information on their stakeholders.

GHS Implementation Status:

The EU has fully adopted GHS under their CLP Regulation (Regulation on classification, labeling and packaging of substances and mixtures). The deadline for having new Labels has passed for pure substances – it was November 30, 2010. The deadline for mixtures is May 31, 2015. Not all the building blocks in the United Nations’ Purple Book were adopted by the EU CLP regulation.
