Chemical Labeling and SDS Requirements in Brazil

Brazil implements GHS-based hazard communication for chemicals through workplace rule NR-26 and the national technical standard ABNT NBR 14725:2023 for classification, labelling and Safety Data Sheets (FDS/SDS). The current framework requires Portuguese hazard communication and should be checked alongside sector-specific rules for pesticides, cosmetics, medicines, sanitizing products and transport.

SDS Requirements

Brazilian chemical Safety Data Sheets are generally prepared as FDSs under ABNT NBR 14725:2023, which covers GHS classification, SDS content and labelling. Workplace chemical products must be classified according to GHS criteria under NR-26, and the SDS should be supplied in Brazilian Portuguese with the standard SDS sections and information consistent with the classification and label.

Consumer Label Requirements

Consumer chemical labels in Brazil depend on the product category. General chemical hazard communication follows ABNT NBR 14725:2023 and NR-26 concepts, but products regulated by ANVISA, MAPA, IBAMA, INMETRO or transport rules may have additional or different labelling obligations. For consumer products, confirm whether the product is a sanitizing product, cosmetic, pesticide, household chemical, controlled chemical or dangerous good before finalizing label text.

Workplace Label Requirements

For workplace chemicals, NR-26 requires chemical products used in the workplace to be classified according to GHS criteria. Labels should be in Brazilian Portuguese and include the applicable GHS product identifier, hazard pictograms, signal word, hazard statements, precautionary statements and supplier information, consistent with ABNT NBR 14725:2023 and the SDS.
