Chemical Labeling and SDS Requirements in China
China implements GHS-style chemical hazard communication through national standards for classification, Safety Data Sheets and precautionary labels, including the GB 30000 series, GB/T 16483 for SDS content and order of sections, GB/T 17519 for SDS guidance, and GB 15258 for precautionary labels. Product-specific regimes may also apply to dangerous chemicals, pesticides, cosmetics, drugs and transport.
SDS Requirements
Chinese SDSs should follow GB/T 16483-2008, Safety data sheet for chemical products – Content and order of sections, together with GB/T 17519-2013 guidance. SDSs are expected to use the 16-section format, be prepared in Chinese for the Chinese market, include emergency contact information appropriate for China where required, and align with the product classification under the applicable GB 30000 standards.
Consumer Label Requirements
Consumer chemical labelling in China depends on the product type and regulatory route. General chemical hazard labels should follow GB 15258 and the applicable GB 30000 classification standards, but pesticides, cosmetics, disinfectants, drugs, hazardous chemicals and transport dangerous goods can be subject to additional sector-specific labelling requirements. Consumer-facing labels should be reviewed for Chinese language, product category and market-entry obligations.
Workplace Label Requirements
Workplace chemical labels in China should follow GB 15258-2009, General rules for preparation of precautionary label for chemicals, and remain consistent with the SDS and GB 30000 classification. Labels typically include product identification, pictograms, signal word, hazard statements, precautionary statements, supplier information and emergency telephone information in Chinese.
