Chemical Labeling and SDS Requirements in Colombia

Colombia adopted the Globally Harmonized System for chemical classification and labelling through Decree 1496 of 2018. Resolution 773 of 2021 defines employer actions for applying GHS in workplaces and is particularly important for workplace labels and Safety Data Sheets.

SDS Requirements

Colombian Fichas de Datos de Seguridad (FDS/SDS) should be prepared under Decree 1496 of 2018 and Resolution 773 of 2021 using GHS Rev. 6 concepts. SDSs should be in Spanish, use the GHS 16-section structure, be consistent with the chemical classification and label, and be available to workers and downstream users for hazardous chemicals.

Consumer Label Requirements

Decree 1496 of 2018 adopts GHS labels and SDSs as hazard communication elements for chemical products, with exclusions for certain products such as pharmaceuticals, food additives, cosmetics and pesticide residues in food. Consumer products may therefore be covered by GHS or by a sector-specific regime depending on category. Labels should be in Spanish and should not be finalized until the product category and any applicable consumer protection or sector rules are confirmed.

Workplace Label Requirements

Resolution 773 of 2021 requires employers to implement GHS classification and labelling measures in workplaces. Labels for workplace chemicals should contain GHS label elements, including product identifier, hazard pictograms, signal word, hazard statements, precautionary statements and supplier information, and should remain consistent with the SDS. Containers receiving transferred chemicals must also be labelled where required.
