Health Canada is the federal department in Canada responsible for protecting the Canadian public through research, assessment, and management of health and safety hazards of consumer products including drugs, cosmetics, and chemical products. Any chemical products on the shelves in Canada may be subject to a Health Canada Assessment to ensure compliance with all relevant regulations.
When it comes to chemical products, the more important regulation is the Consumer Chemicals and Containers Regulations, 2001 (CCCR, 2001). Under these regulations, a product must be classified under five categories. Specific symbols and/or statements are required to be on the label of the product based on the category or combination of categories the product falls under. Child-resistant packaging may also be required.
A Health Canada Assessment looks at the classification of a product, how the party responsible (the manufacturer or importer) arrived at that final classification, and whether or not the packaging of the product meets the requirements set out in the regulations. An inspector will request all relevant classification information from the person responsible and 15 calendar days are allotted to provide this documentation.
