From the Bureau Veritas Group:

The European Chemicals Agency (ECHA) will begin Notification Obligation, the second step of REACH, starting 1 June 2011. Registration differs from Notification Obligation mainly in its focus on the chemicals themselves, whereas Notification will affect all products containing Substances of Very High Concern (SVHC) that are manufactured in the European Union (EU) or imported into the EU.

According to REACH requirements, if products contain any substance listed on the Candidate List, its manufacturers or importers must notify ECHA if:

1.The substance is present above 0.1% weight by weight; and
2.The substance is present over 1tpa per producer or importer.
