KKDIK is Turkey’s version of the European Union’s Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) regulation. According to the new regulation, substances that are manufactured or placed on the Turkish market on their own, in mixtures, or in articles with an intended release of 1 metric tonne per year or more are subject to pre-registration and registration requirements.

Under KKDIK, there is no separation of pre-registration or registration deadlines depending on the classification or annual tonnage band. The established deadlines for KKDIK are as follows:

  • Pre-registrations should be submitted by December 31, 2020
  • All registrations must be completed between January 1, 2021 and December 31, 2023

After the December 2023 deadline, substances in quantities equal to or above 1 tonne per year cannot be manufactured or placed on the market if they are not registered in accordance with KKDIK.

Companies that do not have a legal entity in Turkey will need to appoint a ‘Turkish Representative’ or ‘Turkish Trustee’ to act as the registrant on the company’s behalf. A certified Turkish risk assessor can submit the registration dossier using the Turkish Integrated Environmental Information System web tool, KKS Tool.

With the pre-registration deadline approaching, companies selling products into the Turkey market will need to determine if they have obligations under KKDIK. A good way to begin is by creating a list of substances in products within the scope of KKDIK that are imported or manufactured at 1 tonne/year or more. Applicable exemptions will need to be identified and it will need to be established whether a Turkish Representative is required.
