National Regulations Governing Labels:

There are three legislative Acts that govern cosmetic labelling in Canada:

  • The Consumer Packaging and Labelling Act and the Consumer Packaging and Labelling Regulations
  • The Food and Drugs Act and the Cosmetic Regulations
  • The Hazardous Products Act and the Consumer Chemicals and Containers Regulations
Additional Regulations:

Every manufacturer and importer is required to submit a completed Cosmetic Notification Form. Must also check ingredients against the Domestic and Non-Domestic Substance List (DSL, NDSL), and Health Canada’s LIST OF PROHIBITED AND RESTRICTED COSMETIC INGREDIENTS (THE September’, 2009 COSMETIC INGREDIENT “HOTLIST”).

GHS Implementation Status:

The GHS does not apply to any of the legislative Acts that govern cosmetic labels in Canada.
